As new federal policies unfold, providers across the aging services continuum are preparing for significant shifts—many of which remain undefined. From sweeping federal budget reforms to evolving state-level requirements, the road ahead demands vigilance, flexibility, and collaboration.

Federal Policy Updates
A major topic of discussion was H.R. 1, the “One Big Beautiful Bill Act”, which is already reshaping the healthcare landscape.

Key impacts presented at the conference include:

  • $1 trillion in healthcare funding cuts, with Medicaid bearing the largest reductions.
  • An estimated 10 million individuals, primarily Medicaid recipients, are at risk of losing coverage.
  • Eligibility redeterminations every six months for adults covered under Medicaid expansion.
  • If Congress does not act by December 31, 2025, the resulting deficit increase could trigger a 4% across-the-board cut to Medicare under statutory PAYGO rules.

For aging services providers, these changes mean tighter budgets, more complex eligibility reviews, and uncertainty around how states will implement new requirements.

Attendees also explored how federal appropriations and continued government shutdowns could disrupt aging services, from staffing and reimbursement to survey and certification timelines.

While much remains uncertain, one takeaway from the conference was clear: providers cannot afford to wait and see. The path forward will demand close collaboration across providers, policymakers, and compliance professionals.
